Proposed traffic calming measures Fardalehill, Kilmarnock consultation results

A recent consultation regarding traffic calming measures on Fardalehill, Kilmarnock proposed three options:

Option 1: speed cushions placed throughout the Fardalehill (South) estate.

Consultation results 

 

The residents’ survey on the three traffic calming options throughout the Faredalehill estate has been completed and the results summarised below:

Residents had the opportunity to select one or more option, therefore, of the 150 residents who completed the survey 177 options were selected.

 

Option 3: the stopping up of Bonnyton Road has emerged as the most popular option gaining 47% of the votes, followed by Option 1: speed cushions at 33% and Option 2: re-opening Bonnyton Road to through traffic at 20%.

Recommendation 

 

It is the officer recommendation that the Ayrshire Roads Alliance proceed with the stopping up of Bonnyton Road on a trial basis by means of an Experimental Traffic Regulation Order (ETRO).

 

This proposal should be taken forward in conjunction with the re-opening of Gleneagles Road, Kilmarnock which was stopped up during the construction phase of the development.

 

Under this proposal, the only access/egress point for the estate would be the Dalmahoy Drive, Gleneagles Road junction. The potential impact on this junction has been analysed using data taken from origin-destination surveys (rat running) undertaken in November 2020 and June 2023. The results taken from origin-destination surveys are set out in the following table:

The survey results are merely a snapshot taken from one day but they do give a reasonable indication of the volume of traffic within the estate. They also indicate that through traffic volumes may have reduced since the original survey.

 

Whilst the effective removal of the Bonnyton Road, Muirfield Drive option for access/egress will increase the amount of vehicle movements at the Dalmahoy Drive, Gleneagles Road junction, vehicle movements will still remain on the low side at 28 vehicles per hour or just over 2 per minute.

This calculation is based on the figures from the 2020 origin-destination survey results, compromising of the total number of vehicle journeys over a 12 hour period minus the through traffic. 

An Experimental Traffic Regulation Order (ETRO) shall allow for its effects to be monitored for an initial period of 6 months or such time as the Head of Roads determines and it may remain in force for a maximum period of 18 months.

Feedback can be collated and a decision can be made on whether to make the ETRO permanent, whether it should be varied or whether it should be abandoned.

During the first 6 months of an ETRO any person may submit an objection in writing and any maintained objection along with officer recommendations on the future of the ETRO would be presented to East Ayrshire Council Cabinet for further consideration.

What happens next?

The various measures required to implement the proposals shall be progressed with a target implementation date of 1 April 2024 or sooner, if possible.

Confirmation is also given that the agreed measures for pedestrian safety and vehicle over-run shall be installed January/February 2024.
