Pay or Appeal a Penalty Charge Notice (PCN)

Parking tickets (Penalty Charge Notices) issued by East Ayrshire Council and South Ayrshire Council under the Road Traffic Act 1991 (as amended) are now processed by Ayrshire Roads Alliance.

Cost

Parking Attendants will issue a Penalty Charge Notice (PCN) which is set at £100.

- If paid within 14 days of the Date of Notice the PCN is is reduced by 50% to £50

- If a PCN remains unpaid it may be subject to a surcharge of £50 to £150.

- If the PCN remains unpaid the Charge Certificate may be passed to debt recovery agents for collection.

Payments must be made before the end of the period of 28 days beginning with the Date of Notice (see the PCN).

If the PCN is paid before the end of the period of 14 days beginning with the Date of Notice, the penalty amount will be reduced by 50%.

 

Pay online:

PCN's are uploaded onto the online portal 24hrs after issue. 

Online payments can be made using Visa, Visa Electron, Mastercard, Maestro, Switch or Delta. (please note that American Express is not accepted)

Pay for a PCN issued in South Ayrshire (PCN beginning with SA)

 

Pay in person:

Cash or card payments can be made using the barcode printed on the PCN at any PayPoint terminal.

 

Pay by phone:

Call the East Ayrshire Council 24 hour automated service 01563 554400

payments can be made using Visa, Visa Electron, Mastercard, Maestro, Switch or Delta.(please note that American Express is not accepted)

 

Pay by post:

Please ensure cheques or postal orders are made payable to East Ayrshire Council for both East Ayrshire Council and South Ayrshire Council PCNs

The PCN number must be written on the reverse of the cheque/postal order and returned to:

- Posted receipts will only be issued if you send a stamped addressed envelope for this purpose.

- Please do not send cash by post.

Appeal a PCN

If you wish to challenge a Penalty Charge Notice (PCN) you must do so within 28 days from the beginning of the Date of Notice.

If your appeal is received before the end of the period of 14 days beginning with the Date of Notice, consideration will be given to resetting the discount period. 

 

Appeal online:

PCN's are uploaded onto the online portal 24hrs after issue. 

All appeals submitted through the online portal will be reviewed and responded to via email within 7 working days.

Notice to Owner (NtO)

If the penalty charge is not paid before the end of the period of 28 days beginning with the Date of Notice, a Notice to Owner (NtO) will be served on the registered keeper of the vehicle.

If you have received an NtO, contained within it are details of how you may make formal representations based on specified grounds.

A representation is a formal appeal process which can be made on certain grounds explained within the Notice to Owner documentation.

A representation will be carefully considered and if the council agrees with your representation you will receive a 'Notice of Acceptance' and the case will be closed, but if not, you will receive a 'Notice of Rejection'

 


 

Appeal to an independent adjudicator

If we reject your representation, you have the right to appeal to an independent adjudicator, Transport Appeals.

We will enclose the appropriate form to enable you to appeal to Transport Appeals with the 'Notice of Rejection'.
