About Parking Fines (Penalty Charge Notices)

  • The penalty charge must be paid (payment received by the Council) before the end of the period of 28 days beginning with the date of the notice.
  • If the penalty charge is paid (payment received by the Council) before the end of the period of 14 days beginning with the date of the notice, the amount of the penalty charge will be reduced by 50%.
  • If the penalty charge is not paid before the end of the 28 day period, a notice to owner may be served by the Council on the person appearing to them to be the owner of the vehicle.
  • The notice to owner will also describe how to make formal representations regarding the issue of this Penalty Charge Notice.
  • Please note that it is not possible to pay the reduced charge and appeal against the Penalty Charge Notice.
  • If you wish to challenge a PCN, you must do so in writing within 28 days of the PCN issue date.

Parking Attendants will issue PCNs which are set at £60.

The Penalty Charge is reduced by 50% to £30 if paid within 14 days of the date of issue.

If a PCN remains unpaid it will be increased by 50% to £90.

If the Penalty Charge remains unpaid the Charge Certificate will be passed to debt recovery agents for collection.

Cheques/postal orders should be made payable to 'East Ayrshire Council'.

Please ensure the PCN number is written on the reverse of the cheque/postal order and returned to the East Ayrshire Parking Service, PO Box 26212, Kilmarnock, KA1 9EY.

Receipts will only be issued if you send a stamped addressed envelope for this purpose.

Please do not send cash by post.

In person You can pay at the Kilmarnock Collecting Hall, Civic Centre, John Dickie Street, Kilmarnock, KA1 1BY or at any East Ayrshire Council Local Office (opening times vary).

South Ayrshire
Online Pay, view or appeal online

Parking Attendants will issue PCNs which are set at £60.

It is to be paid within 14 days and you benefit from the reduced penalty charge of £30.

If unpaid, the charge can increase to £90.

If it remains unpaid after this time, the debt will be passed to our Sheriff Officers who will pursue the monies on our behalf and charges will continue to rise.

Make your cheque or postal order payable to: 'South Ayrshire Council'.

Write the Penalty Charge Notice Number on the back of the cheque/postal order and send to: South Ayrshire Council PCN Processing Service Admail 4232 Ayr KA7 1ZU

In person

Payment can be made in person at any of the Council's Customer Service Centres, Mon to Thur 9.00am – 4.00pm, Fri 9.00am - 3.30pm.

The Penalty Charge Notice MUST be produced when paying in person
