73 Responses

In total 73 responses to the survey were received together with several emails sent directly to the ARA mailbox.

These responses indicated that residents don’t want a blanket parking ban which applies all day on all streets during match days and that instead they would rather we concentrate on specific road safety issues which arise at junctions and other places as a result of obstructive or thoughtless parking.

Two options were given in relation to part time match day restrictions which generated the following results -

Option 1 15%

Option 1 - All day match day waiting restrictions - 15% of respondents supported this option

Option 2 85%

Option 2 - Part of the day match day waiting restrictions - 85% of respondents supported this option

Proposals

This feedback, along with the information gathered by Ayrshire Roads Alliance staff during match days has now been used to refine the proposals to a combination of ”at any time” waiting/loading restrictions at junctions, and, part time match day restrictions which we propose would apply during the hours of 11am and 5pm.

 

At Any Time restrictions on waiting and loading are indicated by double yellow line road markings with double kerb tabs and are sometimes also supported by an upright sign indicating “no loading at any time”

If implemented these proposals will replace the existing restrictions which apply when cones are placed on the carriageway.

As shown on the plans the proposed part time match day restrictions mostly affect Rugby Road, South Hamilton Street and Dundonald Road as these streets need to be kept clear of parked vehicles in the event that there is an emergency situation.

Short lengths of the part time match day restrictions are also proposed for streets such as Thirdpart Place, Rugby Crescent and Westmoor Crescent where parking in these locations, mainly on bends, causes serious road safety issues.

“At any time” waiting and loading restrictions are proposed for most junctions in the vicinity of the Rugby Park Stadium.   These proposals highlight good parking practice to drivers whereby vehicles should not parked at or opposite junctions.

 

Next steps

A report will be taken to East Ayrshire Council Cabinet outlining how the project has developed, summarising the feedback from this consultation and recommending that Officers commence a statutory consultation process for a proposed Traffic Regulation Order which would implement these new restrictions.
